Anyway, this vid is “Pantsu Pankurou (パンツぱんくろう),” which is a segment on “Okaasan to Issho (おかあさんといっしょ)” (Together with Mom), a long, long, long-running children’s TV show on NHK. I’m pretty sure this particular segment started within the last few years.
